I dont remember hearing about a Wufenpu in Taichung just in Taipei and its opens from 3pm now a days. Monday is reserved for Wholesale buyers so not a good day to visit.

Current rate is anywhere from NTD22.00 ~ NTD22.06 depending on the day and place. Singapore rates seem to be good according to many forumers at the Arcade Indian MC'ers.Bank of Taiwan has a 24hrs counter at the Arrival hall in the Taoyuan Airport.

The Arcade -in Shenton way overhead bridge has Indian Money changers. I think there are quite a few there.
