We'll be flying into Frankfurt & picking up our rental car downtown, and are thinking of buying a cell phone mainly just to use for our 4-week trip. I had heard from someone that they got a lower-end phone in London for $50 USD (approx.) including SIM card and $25 in airtime. That would be perfect! Any suggestions on whether this kind of deal is possible in Frankfurt, and the best place to go?

Of course this is possible. Just go into one of the big departement stores and ask for their cheapest cell phone with a prepaid card.
You'll find a lot of these stores on Frankfurts main shopping street 'ZeiL'. For example 'Karstadt, Zeil 90' or 'Saturn, Zeil 121'. Bying a phone with a prepaid cards means that the costs of the minute are a bit expensive. If you already have a cell phone without a SIM-lock then bring it over here. You can buy a prepaid SIM card at every ALDI supermarket. Ask for their ALDI TALK offer. Calls within Germany are much cheaper this way. Your cell phone should be able to work in GSM 900- and GSM 1800-nets however.
