I will be visiting the area in Setember and I really wanted to do somthing close to the University or on camus. I woud love to do something that was very active no museums and could be great for a group of engineers. Also a good place to eat that is within that range. Can anyone suggest anything?

I'm not sure if you mean Penn State University or the University of Pennsylvania. The former is in State College, PA and the latter is in Philly. I can't help you with State College but if it's UPenn then there are plenty of places to eat near the university or you could go east towards the Delaware River and find something in the Olde City area.
If you are looking for outdoor activities try going to Kelly Dr. behind the Art Museum where you can run, walk or rent a bike or roller blades and do the 8.5 mile circuit (or less) around the river. You can also hike in the Wissahickon Valley which is a bus ride (#9) away from 30th St. train station getting off at the Wissahickon Transfer Station (about 20 min.).

If you're talking about Penn State in State College, then it's a fairly small town with not much to do away from the university. The restaurant scene is limited as well and mostly confined to the Downtown area, although even that isn't much.
