London is rather large: without knowing where you will be based it is impossible to give any particular suggestions.
However, you will be able to buy buttons at any department store which has a haberdashery section, or at any sewing/haberdashery shop, or at any fabric shop. Some markets also have stalls which sell fabrics/buttons/threads etc. If you can find nowhere else then I'm sure Harrods sells them, at a price.

If you are on Oxford Street, then probably Selfridges or John Lewis. Of course, if it is a military jacket, then you will have to go to a military outfitter.

One of the great things about London is the specialist shops.
