Does anyone know the best/easiest/cheapest way to get from Omaru or Christchurch the Moriaki Boulders without a car??

Not being critical. but just to help you with your google searching, here are the correct spellings:
Moeraki and Oamaru.
I don't know about local shuttles, but you can get to the Moeraki Turnoff on Intercity: http://www.intercity.co.nz/

Additionally you could check out Coastline Tours in Oamaru. They offer a tour to Dunedin with stopping at the Moeraki Boulders. Cost is $ 30.

You can also check out other big bus companies like Intercity (that kiwi already mentioned), like Atomic Shuttles, Nakedbus etc. The problem with these is that there are no hourly services, and you would have to stay at the Boulders forever until the next bus would pick you up. Intercity would mean to wait 6 hours, Atomic 7 hours, etc.

So this tour seems the best option. Intercity would cost only $ 4 less from Oamaru to Dunedin.
