Who has experience with vBulletin forum software?

I'm asking this, as in the "other" forum, I used to write, some severe incidents happened - worse than during the famous VT September some time ago. And I believe that someone is very much misusing the moderator features there.
The forum is based on vBulletin:
http://www.vbulletin.com/ - the German version though. It is version 3.6.8.
I would like to know if someone on VT has experience with this software on admin or moderator level to verify or disprove my a.m. thoughts.

Oh my - when I re-read my post it sounds a bit... stupid = my comparison with the "VT september" lacks one important message..
To clarify: the severe things in this other forum are worse than the polarisations those days in the misc forum. But in the other forum it is obvious that 2 moderators participate in these polarisations if not initiating them through abetting 1-2 other users.
