You probably can't find information because there is no hop-on, hop-off bus. Thre is no need for one.
Kirkwall is a tiny, tiny place: 7600 people. It is a city because it has a cathedral (this is the way in the UK).
You can walk from the port to the cathedral in 10 minutes.

There is not really enough in Kirkwall to occupy you for much more than a two or three hours, pleasant though it is.
You should try to visit prehistoric Maes Howe and Skara Brae. Your cruise may organise a tour, and you would be sensible to take that up.
Otherwise, you can either pay for a taxi (Mainland is not a very large island) or, if the cruise schedule allows, possibly go on an island-organised tour Examples here:
