ive read informations about the bus fares.. does the $12 fare from hcmc to phon penh and to siem reap already? or is it just hcmc to phnom penh? so $12 is just a one way ticket fare? thanks

Yep $12 one way HCMC to PP, also you need the $20 for the visa

Me Linh is the more expensive one, the other apart from Sapaco is Mekong Express
