The buses Sofia-Nis travel twice a day, at 7:30 and 16:00, from the Traffic market square (between the Railway Station and the Central Bus Station). The tickets have to be purchased at the counter of "Matpu", next to the bus parking. One way price: 18 leva = 9 euros.
The trains also run twice a day; the price should be substantially lower.
Last summer the buses from Nis to Montenegro (many destinations) were often overnight (to Budva at 19:00 and 22:00), so I suppose that this year it will be similar.
So, I think that if you go in the afternoon from Sofia to Nis, it is quite likely that you catch some overnight bus to somewhere in Montenegro, from where I guess it is easy to continue to Budva.
