Hello we are going to summer vacation to europe. We would like to buy a car for this. Next tuesday we will arrive to munich may be somebody can advice good and respectful places to by approximately cheap car for our plans. Thanks.

You can buy a car. Problem is however to get it registered and insured. This won't work without being a resident.
Only option is to get export license plates. But this means a) you have to leave Germany after 2 weeks (?) or so latest b) you cannot reenter Germany (which is with the central location of Germany in Europe not without) c) as soon as you leave the EU you have to put this car through customs at each border.

As i know i can recive transit permision untill 90 days. My friend has romanian passport. The problem is that i need to buy the car and to go to romania to collect him.

You can get export license number plates from 15 days up to 12 months.
Before you get the plates you have to proof 3rd party insurance. You can get them in the ADAC (German Automobile Club) offices. EUR 80 for 15 days. EUR 160 for 1 month. If you want the plates for a period more than 3 months you have to pay also German car tax. As Romania is also in the EU it should be no bigger problem to register the car bought in Germany there on your friend. the 2 main online portals for used cars in Germany: http://www.autoscout24.de/ http://www.mobile.de/ Basically - you can buy from private. Here you can also get cheap cars which a dealer would consider too risky. This is however also for you the most risky source to buy from. - if you buy from a dealer you'll get a 1 year warranty for used cars. Not of big help with a export license plate. How you would claim for the warranty by this dealer if you cannot drive the car to him? - if you buy from a dealer aligned with one of the car manufacturer you can often get a used car warranty by the manufacturer. This warranty would be valid EU wide. Check with a used car that the next "Hauptuntersuchung" (general inspection aka TÜV) is only due past the time period you need the license plate for. If this inspection is overdue you must not use public roads with this car. If the inspection is due in a short time, one also must assume that there is the risk that the car won't get through the inspection next time. TÜV (actually one of the organizations which does these general inspections) and DEKRA offer also used car inspections. If buying from private this money (~ EUR 90) is well spent. Most dealers will assist you with the export license plates/registration thing.

Really thank you for you help. Let me to sum up all this.
I am bying a car (somewhere) Let's say that they assist me with all registration forms and tuv and plates. Now i have tuv ok, transit plates for 3 month and also the insurance for 3 month (for example of course) If i going out from germany to the other country in EU i can't go back untill i make the registration to my friend that is a resident of eu? Or i can use the transit for 3 month and after this i have to change registration on someone else? Thanks.
