Hi!
First off, just be careful because NJ (and Atlantic City in particular) is very strict about IDs. So don't try to sneak in anywhere, you could lose your license and get fined. Be careful about staying off the casino floors, too. They serve alcohol to anyone gambling so you need to be 21 to even walk through. There are paths around the sides of most so you can get from one end to the other.
As for under 21 ideas...
The House of Blues has shows some weekends that are sometimes 18 to get in. The Atlantic City Weekly (www.whoot.com) will have show schedules and let you know what the age restrictions are.
At the Tropicana, you can go to RiRa's where they have entertainment some nights. It's also a restaurant so if you're at a table. Also at the Tropicana are Hooters and Tangos Piano Bar which would probably let you stay.
I'm pretty sure the Eden Bar at Harrah's checks ID and gives out bracelets, so you can go in and order non-alcoholic drinks.
Check out some of the comedy clubs, they may be accommodating as well.
And of course there is always plenty of shopping which no one is ever too young for :). Have fun!
