Are there any American banks with ATM branches in Budapest, so as to eliminate ATM fees while traveling there?

If you travel a lot, open an accout with Citibank.
They have ATMs in so many countries, no fees.
I'm with Citibank for over 20 years for just that reason.

Both first republic and commerce bank have debit cards with zero fees for anything - not a penny. We use Commerce Banks Visa - accepted in all the stores, restaurants, hotels - with up to $2000 per day. Many cards, perhaps including Citibank, charge three percent just because the usage is out of the US and best avoided.

I would worry more about the exchange rate than the ATM fee. Especially now. I still carry cash so I know the rate i am getting when i exchange it. I also have a Chase Bank account in Budapest, but that is no help at all with the US Chase Bank - they really have no special interaction between the US company and the Hungarian company.
