Hi Rob. We haven't been to Ste. Agnes but have spent a bit of time in the Parc National du Mercantour not far away. It is gorgeous and if you get a chance try to visit. There are wonderful hiking trails and stunning views, not to mention interesting wildlife and fantastic flora.
Tourists in August in southern France . . . YES! They are all over the place. Many French head for the shore so they tend to concentrate on the coastline. We've not been there in August but have several times in July. We found the tourists are not so thick back from the coast so you may be okay in Ste. Agnes. Just a few miles inland it becomes much more peaceful. Menton will be very touristed and the beach is stone.
I notice Ste. Agnes is on a Michelin scenic route and that's almost a guarantee it will be beautiful. Hope you have a terrific trip.
