Sometime in June, I plan to meet a friend in Bangkok. Would like to be driven to hotel in Jomtien Beach area. Is that feasible? What kind of arrangements can be made? Is the cost and/or distance prohibitive?

There are many options for getting a limo service from Bangkok to Jomtien. The prices are IMHO reasonable but will depend on type of car (a Mercedes S Class will cost more than a Toyota). Most hotels will be able to advise you and make the arrangements for you. Allow about 3 hours for the trip.

This can very easily be arranged either through a hotel or a local travel agency in Bangkok. We did the reverse trip approx 18 months ago and I think it cost us(between 2 couples) 800 baht per couple it was worth the money more comfort than the bus.
