Short answer - it is a paradise and becoming more and more popular.
Remember Mozambique is still recovering from the effects of a long civil war, now long over but infrastructure does not get rebuilt overnight. Most of Mozambiques tourism is still dependant on South Africans who mostly go to southern Mozambique simply because it is closest. Driving up to the north takes time. Safety is NOT an issue and facilities range from very basis to 6 star luxury. My Portuguese is very basis but I have never had a problem with English which is spoken more and more (rural Moz will be a challenge though). The beaches are equal or better than any other in teh world, people are friendly and the seafood in the north cheap and plentyful. If you have an opportunity to go, go.
