What country are you asking about? It would be a matter of the country and the city. You might look online for the airport of your arrival and see who does the foreign exchange there. I know large international airports like Schipol (Amsterdam) and Heathrow exchange a huge number of currencies, though I can't really say if the Serbian Dinar is among them. If you have a bank card, that is a debit card, also called an automated teller machine card, you can get money from your bank account in the local currency of the country you are in at any automated teller machine. Usually the exchanges rates if you use these machines are better than you would get exchanging cash.

Banks in Sarajevo will exchange Serbian dinar but several months ago I learned some of them do not accept 1000 banknotes. Maybe it is changed in meantime, I do not know.
In spite of that I manage to change it in "Komercijalna banka" in Sarajevo which is actually the branch of same bank from Serbia.
