Jomtien is across the hill from Pattaya and is less sleazy. It has better beaches, lots of decent restaurants, and a few bars. It has a different feel to Pattaya but its only a 10-15 minute bus ride away.

My objection to Jomtien is that for many hotels in that area you are quite remote from other more interesting places. In Pattaya City you will find many malls that you can walk to, movie theaters, lots of street markets, cheap transportation, but a lousy beach for swimming. Beach is okay for sunbathing, shopping, restaurants, stores - but most tourists use the pools in their hotels or go to Jomtien Beach. (Yes, in Pattaya City area you will see more women with their Thai dates and men with their Thai girlfriends checking into hotels - it's like that in many places in Asia though.)
If your intention is to stay around the hotel all the time in Jomtien and just relax then this place will be okay. But, if you like walking and shopping and even seeking entertainment in the evenings - you are way far out from those things! When you are in more remote areas you are subject to some price gouging, especially near expensive hotels (anything over 1200 baht is really expensive for Pattaya) because the baht bus drivers think you are rich and charge you more. In Pattaya city you will be able to walk to many areas, baht bus travel is only 10 baht for the set routes. (You wave a baht bus down, it's a truck with seats in the back,) you reach your turn or where you want to get off, push button and pay 10 baht. Like taxi travel in Bangkok have exact change or small bills and wave a moving taxi down, avoid parked taxis who want to bargain the ride. When air conditioned hotel rooms start around 400 baht that include hot water, private toilet, cable TV a hotel above 1500 baht is almost luxury level. Several boutique hotels appeal to women in Pattaya City. Yes, many bars around, less in Jomtien. No one in a bar forces you to enter. Check out the Areca Lodge http://www.arecalodge.com/ Tim Boutique Hotel is a new place: http://www.gothailand.com/hotels/pattaya/frameme.p For a cheaper place to stay with air, HW, Cable TV, etc. check this place out in Pattaya: http://www.hotelthailand.com/pattaya/honeyinn/inde You don't have to book your entire trip at one time. Book a place for a couple nights and then take the time to look around. Ask for discounts for longer stays, off season even cheaper sometimes! Map of Pattaya area: http://www.guidetothailand.com/pattaya-thailand/ma Up to you! Good luck.

Sunset village is a good hotel in the nicest beach of Pattaya area but is about 4000 bahts, about 130 USD, Siam garden Village ia a lovely small resort with bungalows in soi 7 in Jomtien, right on the beach Sugar Palm beach is also a good choice, both from about 20 USD.
