Liesa means Samba School Independent League, and it managed selling tickets to Carnaval/2008.
I'm attaching below the Liesa link:
http://liesa.globo.com/
I believe is too soon in providing the 2009 tickets, but you may contact Liesa at
Fax: (21) 2122-8080
Fax: (21) 3213-5152
Phone: (21) 3213-5151, at Rio de Janeiro hour from 9AM-5PM.
I believe your contact with Rio's Tourism authorities are good caution taken steps. There are many corruption in Carnaval transaction...

This site:
http://www.rio-carnival.net/
is where you purchase online. (See the link on the right under Carnaval 2008) They deliver to your hotel in Rio. The site also has maps and other info.
They will post details about Carnaval 2009 in good time.
The prices for 2008 may still be there.

A great, personable, knowledgable local tour guide is:
Rafael Torres Lopes
donrafa_brazil@yahoo.CO.uk
(city code 021)(cel) 9469 6562
If you search under rafaelthesecond on this site, you will find a lot of his tips for off the beaten path places in Rio. There are also a lot of good reviews on the Trip Advisor Brazil forum. Book him well in advance.

A good Rio info site is:
www.ipanema.com
