where can I get a bus to Nice or Eze near the harbor where the cruise ships dock. How long is the trip to each and the cost to each...Thank you

From Villefranche, to Nice-Gare routière: bus number 100, buy a ticket AZUR, €1 only
The Gare Routière is not far from the harbour, 15 minutes walk through the delightful Old Town (the bus station itself is at the western edge of the Old Town), other than that, you can take a bus to the harbour see Map: http://www.cg06.fr/transport/pdf/tam-cartereseau.pdf see timetable: http://www.cg06.fr/transport/lignes-tam/100.pdf
