Where can I get the best exchange rate in the Asuncion area? And will I be charged a different rate at a hotel if paying USD verses guarani? From looking online it seems most hotels deal in US currency, is that true? Thanks!

Always use atm cards. The exchange rates are determined by your bank. Most if not all major hotels in South America quote their rates in dollars. If they don't, check out currency conversion websites.
Not too long ago, Asuncion was rated as one of the least costly places on the globe. Probably, still is.

everytime you withdraw money from an ATM machine using and international debit/credit card (issued from a foreign bank)you get charged 25,000 G. which is about 5 US$.
you can take up to a bit over 400 US$ per day using your card. if you do use ATMs, try to withdraw large ammounts so you avoid being charge the flat 5 US$ fee everytime.
