I assume you refer to the clock tower in Jaffa. There is no prison there. There used to be a police station there but it was moved a few months ago.

You most likely refer to the "Kishle" (Turkish=Prison): a governmental building and compound located between the clock tower and the sea. It is now under construction and is supposed to become a hotel ("Pasha hotel" I believe its name will be).

This is what used to be the Jaffa police station until recently. Now the police moved to a bigger building a little more to the east.

A real PRISON really exist inside this KISHLE building, but it's not open to the public.
There is even an historical OUBLIETTE [=tzinok, in Hebrew] in this site. The Nazi monster ["the architect of the Holocaust" in World War II], ADOLF EICHMANN, the only person who was sentenced to death by the state of Israel was kept in this oubliette along his trial in the sixties. On 2007 archaeological excavations were held there, in which dozends of Turkish and British rifles were found. Avraham [FruitLover]

The minaret belongs to a mosque which is 100 meters behind. The photo is of the building where the police station was. The clock tower is a little to the left, not shown in the picture. You can see the clock tower in the link I posted above.
