If you are willing to pitch a tent, ask http://members.virtualtourist.com/m/491bc/84b/6/?o=1&i=2 or search his pages. I think he mentioned where one can pitch a tent after asking for permission but I can't find it now.

HI!
There are some really cheap hostels in town if you don't mind them being spartan. Please look at my "Hotel" tips on my VT Singapore page for some budget suggestions that are in the city for convenience. As for camping, you must apply for permission from NParks, the authority running all parks in SGP: http://www.nparks.gov.sg/activities_4.asp
