1 open pack only. If you are caught with unopen packs, you have to pay tax and fine. Some people take the risk and put some packs in their suitcases, but a friend of mine had to pay 200 SGD for being caught with an unopen pack. I suggest not to take the risk.

Tobacco products are allowed entry, subject to certain conditions:
http://app.ica.gov.sg/travellers/entry/d... Travellers can bring in cigarettes that do not have the “Singapore Duty Not Paid” marking or the prefix ‘E’ printed on the packet. However they must declare the cigarettes and proceed to pay duty and GST accordingly. More information can be found at the Singapore Customs website at www.customs.gov.sg Generally, there are 4 types of dutiable goods in Singapore as follows. Intoxicating liquors, including spirits, wine, beer, ale and stout; Tobacco, including cigarettes and cigars; Motor spirit; and Motor cars and motorcycles/motor scooters Please approach ICA officer at the Red Channel for payment of duty and GST if you have dutiable goods which exceed the GST relief or duty-free concession. It is an offence to proceed to the Green Channel for clearance if you have items that are subject to payment of duty/GST. Cigarettes (1 gm or less) Customs Duty: Nil Excise Duty: 35.2 cents for every gram or part thereof of each stick of cigarette 4 months ago Source(s): http://www.ica.gov.sg http://www.customs.gov.sg

Usually I look like a tourist or idiot but on my last visit last month, I think I looked a bit like a local. The customs man asked if I had any cigarettes. If you do, say so. You have to pay duty even for a few packs of cigarettes.
