Hi,
Zman is correct, these days you do not need an international drivers licence. Hope you enjoy your holiday.

I'm sure that you don't need an international driver's license to rent a car. You can rent a car almost anywhere, as long as the people at the car rental company and a police officer can read it. If your license is in Arabic, you may have a problem. If you don't have a valid license, no one will ever rent you a car.
Uruguay has a great network of buses that will take you anywhere for very low fares. The coutry is small and travel time between places is never too long. There are no passenger trains in the country.
