When Carnival comes a lot of people goes to beaches or have a trip to pay a call upon relatives. The Bus Stations become crowded but downtown city turns unrecognizable. This time should be nice to tour São Paulo.The stranger tourists will love São Paulo without heavy traffic. If you want meanwhile to watch Carnival you may go easily to Rio any day and will enjoy it.

Are you talking about "cool" as in temperature or cool as in interesting?
If temp, check: http://www.weather.com/outlook/travel/businesstrav If interesting, depends on what you like, what you consider "cool"---the Biennal art show, for example, or ????????

Sao Paulo is worth visiting all year long. If you are keen on good restaurants, museums, theaters, cultural activities or even if good restaurants, Sao Paulo is your best bet in Brazil.
Since Sao Paulo is a big city, I urge you to take care of your valuable things, leaving them at the hotel. Whatever you do, don’t go on foot, especially downtown otherwise you can be an easy prey for the pickpockets. Somehow, I bet you will enjoy this fascinating city.

In my opinion, the best time to come to SP is between November and February. The university students are on vacation so, during those months, the nightlife is more intense. The hot weather of the summer invites people to go out. The traffic is terrible almost all year long. Just on the holidays the paulistanos go to the beach or the countryside, and the number of cars (and people) on the streets decreases a lot. As far as possible, at least in the rush hour, avoid using cars or taxis to move in the city. Stay near a subway station, in a neighborhood which has good services and attractions to offer, for instance, Jardins or Pinheiros/Vila Madalena. In SP there are great cultural attractions throughout the year.
