Hey there...
I've never stayed in mercure kuta, but I stayed in Harris Kuta last February and loved it. You can't go wrong with Harris Kuta. You can see my review here:

I haven't stayed in either but I have read so many brilliant reviews about Harris Kuta. I personally will be staying there later this year in view of the brilliant reviews i've read about Harris Kuta.

Mercure can be pretty noise due to the close proximity to the Hard Rock Cafe. Especially during the holidays. Harris kuta is still on the strip but a bit further down.

Mercure Kuta and Harris Kuta is very close to the beach, Hard Rock Cafe and central tourist spot of Kuta. If your main choice must be Kuta, there is plenty 3-5 star resort hotel around Kuta, just find them on expedia.com or wotif.com. Some hotels has villas type unit, or you can purely book a villa for a full service around 200-1000 USD. If Kuta not mandatory Jimbaran and Nusa Dua also a great options for beach resorts hotel and villas, from Four Seasons, Ritz to boutique villa Ocean Blue Hotel Bali. If you more prefer mountain, and highland atmosphere Ubud is the best. Back to your question, my personal choice is Mercure Kuta.
