I would like to know how the various sections of tunnel got their name. In particular, Arow street. Also, how did William's Way tunnel get its name and after whom (if anybody) is it named?

No idea I'm afraid, perhaps Churchill had a few hours to spare whilst he was cowering down there during WWII, as he did regularly in Marrakech and Madeira, safely away from all the bombings in England.
