We are considering travel to Latvia, Estonia and/or Lithuania in fall 2008. With the dollar/euro so out of balance, have the prices in the Baltics been adversely affected as well?

I would use euros.

You can't pay in Euros everywhere you go. You may find it a little cheaper up here compared to the Eurozone, if you are going to be calculating things in dollars, but not all that much.

As Estonian kroon and Lithuanian lit are both related to euro, the prices in both countries are affected adversely for Americans.
