Please recommend which is the best area to stay in Tokyo. Itf possible, I am looking at double rooms at ard 10,000yen or below per night.

Hey..
I also love Asakusa area. It is easy to access from almost anywhere in Tokyo by subway or JR trains. The place I stayed at was K's House. It's a newly opened (2006) big hostel and rooms are clean and a twin/double room is only around 3500yen. Always a good vibe there (stayed in K's House in Kyoto 3 times).

The hostel is close to Asakusa shrine which is a lovely place with markets where you can buy kimonos and other Japanese things. It is also illuminated at night and very beautiful.

Take a look at the Asia Center of Japan (Asia Kaikan)
I was really pleased with this hotel. I have stayed in budget hotels in many countries. This one is probably the best that I have ever stayed at.
Friendly helpful staff, free amenities including bottled water, free yukata, a nice room...this hotel has it all.

It is less than 3 minutes walk to the metro.
3 stops from the busy, busy centre and that is against the traffic during [c]rush hours!!

Walking distance to Roppongi for entertainment in the evenings.
Good location, quiet.
Excellent buffet breakfasts featuring both European and Japanese dishes.
Internet available.
Provides free yukata for sleeping, toothbrush, toothpaste and all in addition to all of the regular amenities found in 4* hotels - and this is a 'Businessmans Hotel" (read budget hotel for Japan).
There is even a fridge full of bottled water, free to take for guests.

I won't attempt to identify "the best area to stay in Tokyo", because it will be different for each person. If, for example, you are looking for temples, then perhaps Asakusa is a good choice for you. If you like nightlife, then maybe Roppongi is best for you.
