I am visiting Israel in the summer and want to bring a present to my friend who lives there. Can I bring in foodstuffs or not? For example a typical gift from my country would be a packaged smoked salmon...is something likde this going to be forbidden?

Smoked salmon is not a problem. You cannot bring fresh food. So no fruit, vegetables, flowers or fresh fish... Anyway, smoked salmon is very easy to get here. Only, it's Norwegian, not British.

From EU countries you can bring almost anything, I always bring fresh salty & smoked salmon in sealed packs when visiting Israel, I bring many packs and also other fish because what they have in Israel is different and usually it is frozen, so yes, that is good choice. Also, a bottle of a quality scotch whisky is a nice gift, just see that it is at list 10 years old.

You can bring anything you like as long as the airliner's policies allow to carry during flight.

This is not true. You can't bring fresh fruits and vegetables. The airline don't care about it but the customs people will.
