I have only just realised that i need a visa but will not have time before i travel, would i be given access if i just take my chances?

You don't mention your nationality, which is crucial for visa questions, but no, if your nationality requires a visa to enter the U.S., you wouldn't even get as far as being refused entry to the country, the airline won't allow you to check in!

No.
Visas are non-negotiable. If one is required then no amount of begging, pleading, threats, or bribery will even get you on the plane, let alone into the country. (Unless the bribe is big enough that the agent is willing to risk jail time.) Your only option will be to pay the $$$ for expedited visa processing. If even that isn't fast enough you'll need to delay your trip.
