Does anyone know if it is possible to travel either by ferry/boat/air from Banda Aceh to the Andaman Islands?

No it isn't, they are essentially only accessible from India, e.g. by air from Chennai to Port Blair, and from BA you would have to fly first to Jakarta or KL. http://wikitravel.org/en/Banda_Aceh http://www.indialine.com/travel/andaman/islands.html
