From Davao City, go to Ecoland Bus Terminal. Look for the bus going to Cagayan de Oro (CDO) with a route name BUDA (Bukidnon-Davao). I think the only bus that serves this route is Bachelor or Rural. Take the Non-Stop aircon buses. It does not pick up passengers along the way. It passes through Bukidnon province and it takes around 6 hours to reach Cagayan de Oro. When you reach Cagayan de Oro at the Agora Bus Terminal (end of Davao bus trip), there are buses and hired vans going to Balingoan wharf where Camiguin ferries dock. You can take buses going to Gingoog or Butuan. These buses passes through Balingoan town. Just tell driver or conductor to inform you if you have arrived in Balingoan. The trip will take you around 1.5 hours. Most buses stop at the Balingoan Bus Terminal which is just a 100 meters away from the wharf. The ferry from Balingoan to Camiguin will take another 1.5 to 2 hours depending on sea conditions.
