With such a short stop over, I'd just stay at the airport, hangout, time will pass by, its not like its a 12hr wait hehe

It is not that visiting the city is unsafe, it is just that 3 hours is not enough time to safely get through customs, out of the airport, see something, get back to airport and finally get checked in/boarded onto a connecting flight.
Stay at the airport. If you are connecting to someplace in Mexico you might change a little money, wander the terminals, view the art displayed and check out the shops (not to buy, just to what is available). good luck.

Stay put at the airport, you won't have time to leave and/or see anything local (away from the airport). By the way, if you like to shop: I haven't seen an airport shopping concourse that matches the high-quality of the one at Terminal 1 in Mexico City.

I've been in the new terminal 2 in DF and it was quite safe. There are quite a few pleasant shops for browsing and places to eat. Also, there is free wifi, if you have internet access with you. However, keep a good eye on your valuables -- two men on two separate occaisions approached our carry on, one seat over (husband had gone to the men's room) I was on the internet, and when I looked up, they abruptly did a 360 and walked away.

The Mexico City airport is very large and nothing is nearby that's worth seeing. If you leave the airport, I will put money on the fact that you will miss your flight.
