The ideal area to have good dinner in Berlin is located in Savingplatz area. There are tons of restaurants there, with reasonable costs. And for the style, it really depends on your taste of food. There are one Chinese restaurant and one Italian that I tried there are really good, and can be ideal for a small birthday dinner.

Some guides list it as a tourist trap - but there weren't many Brits there when I visited (admittedly in early November) and it was very pleasant.
The Berliner Republik on Schiffbauerdamm (over the Spree from Friedrichstrasse Stion) http://www.die-berliner-republik.de/ Pros: Nice decor - wooden panelling, Warm in cold weather!, View out of windows onto the Spree and the station, The Beer Stock Exchange (too complicated to explain, but it makes sense when you are there!), It has a good range of 17(approx.) beers,(including one of my favourites Furstenberg: I got wrecked by switching from that to Paulaner Weissbier during a stock-market fluctuation!), Friendly English-speaking staff, A varied clientele - good for people watching, Handy for several theatres, It does food, If you get on well with your waiter/waitress (or if you just ask), he/she may give you discount tickets for the all-you-can-eat Sunday brunch - which makes it excellent value, Not expensive, compared to other bars in the area. Cons: No singing or dancing.
