I am not sure why but my friend who lives in shenzhen wants to travel to united states but does not have a passport and does not know where to go or What to do to get a chinese passport/visa. WHAT SHOULD SHE DO!!!

1) to get a Chinese visa s/he would probably do best to go to a travel agent. They can tell her. It's quite straightforward in Guangdong, especially in Shenzhen. Costs about 250 RMB
2) US visa. Well that's more of a problem. If you look at the US visa website there are downloadable pdf forms she needs to complete. But that's just the first step. S/he will need to schedule an interview at the US visa office in Guangzhou. You schedule it by buying special phone cards at CITIC bank. You also need to pay for the visa application at CITIC bank. http://guangzhou.usembassy-china.org.cn/non-immigrant_visas.html Meanwhile the friend will need to gather some documentation. Apart from birth certifcate etc., what they mostly want to see is proof that your friend will actually return to China. This could be a big fat bank account, and/or ownership of property. A spouse is a good clue, as is a child. They also want to see evidence of employment, maybe a letter from the company. Be prepared to be turned down!

This girl needs a Chinese passport and a US visa, not a Chinese visa as she's already a Chinese citizen I presume.
Highly difficult for Chinese citizens to obtain independently, tourist US visas, especially if she's young and unmarried.

First, goto Shenzhen public security bureau for her passport application. It usually wouldn't be a problem for getting a passport.
Second, apply for US visa. As above VTs mentioned, it's not so easy for Chinese citizens. Although US Embassy & Consulates have issued more tourist visa(B2) to local applicants since last year, however, those who have successfully received their visas all had very good background, so-called 'strong ties to China'. If an applicant is going to visit his/her girlfriend/boyfriend, then under most circumstances, the visa application might most probably be refused for the reason of 'having tendency for immigration'.

Sounds like she's got a snowball's chance in you-know-where.
Is she a Shenzhen native? Some people, if they are not registered as residents, need to get their passports in their hometown and visa applications done at the consulate that represents the area they are from. If she's a single, young female without any way to prove she has property and a compelling reason to return to China, it'll be especially tought to get a U.S. visa... Good luck
