Hi,
If you mean Shioya, Tarumi ward in Kobe city, it is located southwest of Kobe and is uphill district overlooking the Seto Inland Sea. You can enjoy the nice view and mild weather. Some old residences of early foreign settlers are still remained. In my view, it is quite different from the center of Kobe. The district has somewhat nostalgic feeling of early Showa period.
