Only on Christmas Day (25 Dec) nearly everything is closed, and you pay hefty surcharges in restaurants.

I have never stayed in Devonport, always in AKL.

Here are some results from the www.jasons.com website:

http://www.jasons.com/Australia/Tasmania/Devonport/apartments-self-contained/

Additionally I have googled those apartments (apart from the Penthouse Apt of the Esplanade Hotel at about NZ$ 800 per night... ;-):

http://www.devonportapartment.co.nz/
http://www.devonportclifftop.co.nz/
http://www.photoalbum.co.nz/waitemata/
http://www.bluecastle.co.nz/accommodation-286.htm
http://www.holidayhouses.co.nz/properties/5449.asp

As many of those apartments seem rather pricey the alternative would be a motel unit with full cooking facilities.

I have just seen that the first hit (Jasons) was for Devonport in Tasmania. My apologies for this mistake!
