I arrive at the airport in Brussels and need to travel to Weert Netherlands, how difficult is it?

First: Are you arriving at Brussels or Charleroi (60 km difference!).
Assuming you land at the National Airport, it's just going to the Airport train station and buy a one way ticket to Weert. You have to change trains twice at: Brussel Noord/Bruxelles Nord and Maastricht The Netherlands. Travel time 3:08 hr; 1 connection per hour. PJ

I assume if you are arriving "at the airport in Brussels", you mean Brussels Airport and not Charleroi (might seem obvious but you would be surprised!). In case you are arriving at some odd time, check out the timetable for yourself on http://www.b-rail.be/main/E/, not forgetting to select "international" (above timetable search box) or else it won't give you the Weert in the Netherlands.
You can put Brussels airport as departure station and the system will then prompt you to select the right one (click the black triangle and the second choice should be Brussel-Nat-Luchthaven/Bruxelles-Nat.-aéroport), then "search connection" at the bottom. It's not difficult but it will take between 3h15 (with 2 changes) and 3h22 with 5, the first one always being Bruxelles-Nord.
