Is it possible, with luggage, to catch a cab at the bus station for transport to a different part of the city?

Yes - you should not have a problem. Taxis are plentiful with stands to be found on many "Corners" and at the bus station Gare Routiere - often waiting to take passengers to hotels.

Depending upon the time of day and exactly how far away your hotel is, it might be a lot simpler and faster to walk. During early morning and late afternoon, traffic (both pedestrian and vehicle) can be heavy and the streets become congested particularly near the city center.
