Are you by chance with the military and going to Fort Pickett? If so you might want to check with the post as they may have shuttles that will pick you up at the Richmond airport. Or they may have shuttles that go between there and Fort Lee in which case you might be able to find a shuttle that serves Army personnel from RIC to Fort Lee.
