I stayed in Makati BSA Mansion during Chinese New Year (7-10 Feb). It cost me 50 USD per night, but I have heard there are cheaper options too. It depends how much you want to sacrifice from your comfort.

Less than $50 a night is the Manila Airport Hotel. It's just outside NAIA Terminal 1... Kabayan Hotel is even cheaper. It's near LRT/MRT stations at Pasay Rotonda and about 5 mins bus ride to the terminal of Dasmarinas-bound buses.

The term motel in the Philippines is slightly different from the same term in North America. Motels here are seedy and kind of dangerous for tourists...Stay in Hotels or Hostels instead.
