Better you talk with some people who work on tour in Rio. Try the links below

Yes, there is but I don't recommend them at all; we took a cruise one and wanted a yellow cab to go home; no one wanted to pick us up because we weren't tourists and wanted to pay normal fare; I imagine how much they can charge for a ride for tourists; a normal fare to the city center (Cinelandia) wouldn't cost more than 5 US$, cruise ship terminal is already in City center; you can take a prepaid taxi inside the terminal or cross the street to hail a yellow cab

Alan,
Although not the best part of the city center, the cruise port in Rio de Janeiro is actually in the city center. During the day the area is rather safe, not at night though. Depending on what you want to see in the center, you can just walk there. The city cathedral is about 30 minutes away, as is the Municipal Theatre, the Assembleia Legislativa. All can be accessed via the Avenida Rio Branco which starts 200 meters from the cruise port entrance. I've made a map on Google Maps with the mentioned sites: http://maps.google.com.br/maps/ms?ie=UTF8&hl=p
