1. IS 1 DAY ENOUGH TO SEE BRUSSELS HIGHLIGHTS ?

@. WHAT ABOUT WEATHER IN THE MIDDLE OF APRIL ?

Depends on the 'Highlights' One day is enough for the main touristic sights: Grand Place, Mannekin Pis, Royal Palace(outside), various cathedrals, Galeries St Hubert. If you wish to do the museums, then you of course will need more time.
I am not an expert, obviously, but I did see these main tourist spots in a few hours on my first time in Brussels. They are in easy walking distance from the centraal station.

I would recommend, time permitting, the Musical Instrument Museum, or at least it's rooftop restaurant. It is on the way up toward the Royal Palace. You can access this easier by going out the rear entrance of Centraal station.

The weather in Brussels can be unpredictable. It's likely to be warmer than now around mid-April, but I would check the weather a few days before you are suppose to travel and be prepared to take something warm in case it's not very nice. You might be lucky and it may be sunny and nice, but you never know.
