Hello.
The Philippines, unfortunately, isn't in the Visa Waiver Program for Guam. So I would suggest three steps: 1. Consult the Philippines Foreign Affairs Ministry for advice on Filipina citizens who want to visit Guam. 2. Consult the U.S. Embassy in Manila for in-country advice; they get questions like yours often: http://usembassy.state.gov/manila/ 3. Review the U.S. State Department's general advice on what to do and how to apply for entry: http://travel.state.gov/visa/temp/temp_1305.html Have no fear; it's not that difficult to visit. That said, sadly, since there are certain evil people who get up every morning thinking of ways to kill Americans (and friends of America) at every turn, and since they are known to come from or otherwise infect a certain few countries, the U.S. has had little choice but to tighten its entry rules, for better or worse. Definitely, we want people to visit, but we need to make sure the bad guys can't slip through. Regrettably, "one-size-fits-all" rules often scoop up the good and innocent along with the bad and guilty. But I'll guarantee by consulting officialdom and preparing your itinerary carefully in advance, you'll visit Guam with no problem & truly enjoy it.
