If you are headed to the Int'l Airport, I don't know if there are direct buses from either city.
From São Vicente, you could take a bus to São Paulo, that will drop you at Jabaquara Station. There you should take the subway to República Station, where there is a shuttle bus to guarulhos international. From São Caetano, it should be very much the same, but I don't know what bus depot you will get to. I know there is also a train from São Caetano to São Paulo, but I've never taken it. Anyway, all bus depots around São Paulo connect to the subway system. There are airport shuttle buses at the following subway stations: Tatuapé, Praça da República and Barra Funda, in addition to Paulista Avenue and Itam. For more info, check http://www.emtu.sp.gov.br/aeroporto/resultado.htm? Hope this helps, Cello
