Hola!
I think that it is better to stay several days at hotel or at daily apartment (what is cheaper than to stay at hotel in Baku). You will have enough time to contact different local agencies and choose that one, which will offer you the cheapest price(and which is recommended on tourist forums). But be ready that price for Baku accommodation is the same as in Europe, cos of oil and high budget expats, which spoiled Azeri landlords.

I have traveled to Azerbaijan, Baku already several times during this year, cos my girlfriend lives there...and we always rented the apartments through www.bakurealestate.net agency…of course, you have to apply to different agencies and choose that one which will offer you the best apartment and the cheapest price... good luck!!!
