it happens that I will be arriving at Oxford on a Saturday afternoon. and I need to go certain University office to get the key to my dorm. Is the University still functional on weekends? Or will I be left wandering on the streets? Please help me, thanks a lot.

I suppose there will be a warden or subwarden for the hostel. If there are, I think you should be able to arrange for keys with them.

Not sure why you're posting this here - the smart place to enquire is whichever college of Oxford University you're staying in / studying at.
