Use the P+R system. You park your car and take the frequent shuttle to the city center. It costs 5 euro to park your car AND take a shuttle for 5 persons. When you are near Maastricht on the A2, you will see signs directing you to the P+R location (at the MECC).
This service is only on certain days that a lot of visitors are expected in Maastricht. Carnival is certainly one of those events. You could also drive to a town near Maastricht and take a train from there. Where are you driving from? Good maps and route descriptions: www.viamichelin.com
