my first visit to rio will be in february during the carnival, will the cog train still be running while the carnival is on, and will i also be able to go to sugar loaf mountain. if the cog train is not running at that time what is my best alternative mode of transport

The cog train was running during carnaval two years ago as were the cable cars to Sugar Loaf. So far as I know they run 365 days a year (actually 366 this year).
The cog train is not the only way up to the Cristo Redentor statue. You can also take a cab, or walk, or ride a bike.

The cog train to the Corcovado is part of the public transport system AFAIK, and they will be functioning although it may be on a reduced timescale.
Don't ever try to do it on foot or on bike, the road there is dangerous.
